Right of Entry Forms Now Available

Form is available online or in-person at Disaster Recovery Centers

Los Angeles County announced today the launch of the Right of Entry form for the free debris removal program available to residents impacted by the recent Eaton and Palisades fires.

To participate, residents must complete the Right of Entry form, which is now available to download or complete online at recovery.lacounty.gov/debris-removal and at Disaster Recovery Centers.

Residents can call the Fire Debris Hotline with questions, or if they need help filling out the form at: 844-347-3332. In-person assistance also is available at the Disaster Recovery Centers open 9 AM to 8 PM.

The Right of Entry form is part of Phase 2 of the debris removal program where residents can Opt-In for free nonhazardous debris removal by the U.S. Army Corps of Engineers or residents can Opt-Out. Currently underway is Phase 1 of the debris removal program, which includes the removal of hazardous debris.

To participate in the free service, residents must complete a Right of Entry form by March 31, 2025. The US Army Corps of Engineers and their contractors cannot access a property to conduct the debris removal unless this form is completed.

The free debris removal program covers property assessment; asbestos removal; tree removal; ash and soil removal; burned debris removal; structural demolition; vehicle removal; erosional control; environmental monitoring; and potential foundation removal.

If You Opt-Out

Residents may also opt out and pay a specialized, approved contractor to remove the remaining fire debris, following all necessary requirements, rules and regulations. Federal and state disaster funding will NOT reimburse you for your debris removal work if you Opt-Out. You must also agree to follow the “Management of Los Angeles County Wildfire Debris” guidelines and specifications for private debris removal if you opt out.

I just filled in the form. If applicable, have ready your policy number, claim number, Property’s AIN (Assessor’s Record Number). The rest you can mostly answer without needing to look up anything. Good luck.

I walked my paperwork into the Altadena Disaster Recovery Center (540 W. Woodbury Rd., Altadena) and met with an LA County Public Works representative who told me that although it does not matter when each individual submits their paperwork, if entire communities submit their paperwork early then, from a planning perspective, the clearing will start in those communities earlier. Just to clarify, the Opt-In form is a bad name.

The form records Opt-In and Opt-Out for Phase 2.

Once the county has all the data for a neighborhood, they make the plan for clearing, intelligently.

Hi All.

I am on day 2 of debris removal at 1259 Rubio Vista Rd by the Army Corps of Engineers. I have no idea how my lot was chosen but here’s what I did:

  1. hand submitted my ROE form on the first day they were being accepted; and

  2. followed up on the status of my application via multiple phone calls to LA County Public Works Fire Debris Hotline: 844-347-3332 (you might also try US Army Corps of Engineers Debris Call Center: 213-308-8305).

I left multiple messages at 844-347-3332 (probably 5-8 total). I ultimately spoke with 2 different people who stated they would “check the status of my ROE” and get back to me. No one ever got back to me, except for the 72 hour notice phone call. Even then, it was more like 96 hours (which also required numerous follow up calls because they said we were being deferred because of “access issues”). Everyone I spoke with was very kind and patient.

Yesterday, I asked the supervisor in charge of debris removal while at my lot how we were selected and why aren’t they clearing my neighborhood at the same time. He just said that our neighborhood has been given “priority”.

I recommend placing a call or two to LA County Public Works (and Army Corps Debris Call Center) to follow up on your application and to get an idea when your lot might be cleared as they are “working in your neighborhood at 1259 Rubio Vista now.”
